Sounds like a legless headless chicken which will conveniently be loaned a head when the Mayor needs to push through a pet project - no pun intended! (Sports Park, Long Lakes.) Those in the building industry as my son is know all about the HDC&#039;s lack of momentum when genuine consent applications are put before them - projects are so long awaiting consent they fall over putting applicants out of pocket. NCC on the other hand is very efficient at getting applications processed in a reasonable time frame. What is the difference?
