PUBLIC USE AND DRINKING WATER WOULD BE EXEMPT. * Introduce polluter pays … pay also if you return this water worse than the way you took it. YES. IF THE POLLUTER DOES NOT PAY, THE TAX/RATE-PAYER DOES. * Use these fees to offset the significant costs that the public incurs as taxpayers and ratepayers to manage conflicting water uses, and to mitigate the effects of abstractions and pollution. YES. RECYCLING THE REVENUE INTO RESTORATION IS THE GOAL. HOWEVER, REGULATION TO REDUCE AND AVOID POLLUTION IS STILL REQUIRED BECAUSE A PRICE IS NOT ALWAYS DETERRENT TO POLLUTION.
